Interim Chief Operating Officer

With over 20 years of District Government experience, Porscha Mills serves as the Interim Chief Operating Officer (COO) for the Office of Neighborhood Safety and Engagement (ONSE). Known for her dependable and solutions-driven leadership, she oversees the agency’s daily operations and manages key functions, including budget, facilities, fleet, emergency preparedness, compliance, and capital projects.
 
Since joining ONSE as Administrative Officer, Porscha has led strategic planning, policy implementation, and cross-department coordination to advance the agency’s mission of fostering safer, more connected communities across the District. Her leadership has strengthened internal systems, improved operational efficiency, and reinforced agency accountability.
 
Porscha began her District Government career in 2005 as a College and Career Readiness Coordinator, developing partnerships with local colleges, universities, and vocational programs to expand opportunities for youth. She later managed compliance audits for more than $20 million in local and federal workforce development funds.
 
She holds a Bachelor of Arts in Political Science from Temple University and a Master of Arts in Higher Education Administration from The George Washington University. Porscha is also a Certified Public Manager (CPM), earning her credential through the District’s Program for Excellence in Municipal Management (PEMM), Cohort 37.
